We have become aware of a DNS failure (could be a malicious attack, awaiting clarification) that is causing "no internet, no phones, no Wi-Fi" symptoms. Here is the modestly-technical method to solve this issue.
SOLUTION: Change to resilient DNS
Change the primary DNS to : 208.67.222.222
Change the secondary DNS to: 9.9.9.9
This can be done by remotely (or locally) logging into the broadband router, and the settings are usually found in the "LAN" section.
Restart each device (phone, computer, printer) on the local LAN network to force it to obtain the new DNS settings.

The ISP DNS servers are failing, possible due to attack.
By specifying the above DNS servers instead (Cisco's anti-phishing DNS, and IBM's anti-fraud DNS) devices in the LAN network can now correctly resolve DNS without being pushed to fake websites(or no service at all), and normal internet access is restored.
